to focus on is the reality that 85% of our energy in this country is fossil fuel based. megyn: if you look at the latest polls, it was may of 2011, a portion of americans who believe change will affect them a great deal or moderate amount is up 42%. that is up. they believe that this will hurt you two generations. the american public seems to be with him on climate change and emissions and the need to regulate them. does not empower him to do more on this issue? >> i don't think so. what empowers him is the will of the people that has been expressed to the congress and the senate of the united states. but this president is doing something that is really unprecedented. not entirely. fdr did some of this. this president is taking the rule by fiat to a whole new level. he is circumventing congress rather than working with congress. he is frankly creating a way to pursue his political ends that don't involve reaching national consensus. but don't involve reaching an agreement or securing an expression of the rule of the people. his mandate is for him to do whatever he wants. >> the other side
